Protecting the financial interests and budget of the European Union

ANR EUBUPRO

To protect its financial interests and ensure the proper use of the funds it allocates, the European Union has established a complex system of financial and administrative controls involving numerous European and national institutions. The ANR EUBUPRO programme (23-CE53-0004), led by Prof. Dr. Loïc Levoyer at the University of Poitiers, is aimed at analysing the relevance of this system.

In light of the recent operationalisation of the European Public Prosecutor’s Office and the questioning of the rule of law by certain Member States, the ANR EUBUPRO programme examines the relevance of the model for protecting the EU’s financial interests, both as its own object of study and as an element of EU governance, as well as an instrument for protecting fundamental rights within the Member States.

A programme bringing together three teams of researchers from three universities

The ANR EUBUPRO programme is coordinated by the University of Poitiers and the Institut de Droit Public (IDP 14145). It brings together research teams from the University of Aix-Marseille (Centre d’Etudes et de Recherche Internationales et Communautaires – CERIC EA 1965) and the University of Tours (Institut de Recherche Juridique Interdisciplinaire François-Rabelais – IRJI EA 7496). These three research teams, led respectively by Prof. Dr. Loïc Levoyer, Prof. Dr. Nathalie Rubio (Jean Monnet European Chair), and Prof. Dr. Pierre-Yves Monjal (Jean Monnet European Chair), are working together to achieve the programme’s objectives.
